Liquid Light Outdoors?

Has anyone used Liquid Light outdoors? Is it a good idea since the sun is much stronger then artifical lights? If it's good to use what time of day is it best to use? Please also remember that I live in Hawaii where the UV index is over a 10 daily.

ive used it inside and it works great. so i tried it outside on some shrubs and flowers and some it helped alot and some plants it didnt seem to make a difference. I use half strength on my indoor plants not full strength. Ive also seen other post on this forum where people used it on outdoor grows without a problem.
