Little Tiny Black Bugs On Plant Pot?

SO yesterday i wake up and of course i went and checked on my favorite plants before heading to work. I noticed a bunch of very tiny black bugs on the rim of the planting pot. i had to leave tho so i didn't get to investigate further, instead i had my wife check it out, somehow she thought it was spider mites (it was not and i knew that but i was at work). So she put a small amount of neem seed oil into a spray bottle with water and the smallest drop of soap to disperse the oil. since then we have not seen these tiny bugs but im worried they might come back and i really want to know what they are so i can properly deal with them. This morning i did notice one leaf with these brown spots on it, i removed it and took a picture just in case. i have another forum up asking about that. If i could get some help i would really appreciate it, Thanks!

Eventually when you do get spider mites, it will behoove you to have some mighty wash on hand, and either a dollar store spray bottle, or a chemical pump sprayer (easy way), bought my pump sprayer on ebay for 7 bucks shipped 800ml. If your running HID's, TURN LIGHT OFF and use head lamp or something to spray everything, wait till it dries, then cut the light back on... I burnt the living shit out of half my crop before by leaving the light on... I suppose you could keep it on to see while spraying, then turn it off when your done, wait for dry, then back on.

I appreciate the info but im allot more concerned with those bugs and the brown spots, i have another post up in the plant problems forum. however i have not seen any of these bugs since i sprayed the neem seed oil on the plants, i throughly inspected them before it was lights out.

Spider mites for sure. They crawl up to rim. They must have hatched on fallen leaf or contaminated soil?

Treat with Avid / TetraSan dip.
