Lower Fan Leaves Under Attack?

Hi guys I just noticed yesterday or so that some of the lower fan leaves on my outdoor plant are turning white/brown and unhealthy looking. Upon trying to rub the surface of the leaf some orange glazy stuff can be scraped off some of them. I'm thinking it's some kind of bug? Here's a good shot of it.

The most common insects that plague marijuana indoors and outdoors are thrips, mites, whiteflies, fungus gnats, budworms, and caterpillars. Of these, mites are most prevalent in indoor grow rooms; outdoor growers generally find that leaf-eating insects like caterpillars and budworms are their most threatening insect pests.

Whiteflies drink plant juices and leave residue on plant surfaces that provides sustenance for harmful fungi.

Get the pesticide out and mist, make sure to hit the bottom sides of leaves as well.. Good luck
 
Could it be from dog or cat spray? The reason I'm asking is my dog followed me out this morning to check for critters and he attempted to "claim" my plant and I stopped him before he could spray it, but he may do it when I'm not around. Then maybe cats wander through during the night and spray where he sprayed? There were some drops of liquid on some leaves this morning that I determined could not be dew. Also, if it were snail or catepillar, wouldn't there be physical pieces of the leaves missing? Or snail tracks?
 
There are a few whitefly in the area, but they aren't really prevalent on my plant. I don't know if I want to spray with pesticide, I want to keep it organic. I cleaned the bottoms of the major fan leaves by hand hopefully it will deter the bugs.
