lucas formula with hard water

I keep hearing about the lucas formula.it says use 8ml per Ga of floranova.now is that through the whole life cycle of the plant?why does G.H. have a schedule showing floranova grow,bloom,floralicious plus,liquid koolbloom?what if my water has a ppm of 220?(well water)do i use more/less?does this formula work for outdoor/inground plants?just curious as to why the lucas and General Hydroponics schedule is so different?seems like i would be dealing with a nute deficiency eventually..ty for your help all
