MI5 mystery.fucked up seeds?

Dear growers!Sorry I post only when I got problems but I am a bit psycho with the security and a bit lazy as well :p
I'm keeping a journal which I will post after I end my grow.

These plants are 16-17 days old and the seem like a week old!In the first picture the width of the plant is 6.5cm!New leaves are misformed like the ph of the soil is off which definitely isn't.This is a good soil and i only water with bottled water, 6.9ph.

I have them under a metal halide 250 watt since day 1 in half meter distance and yesterday I put the lamp 85cm above the plants.I also have my cupboard opened so I really doubt it's a light burn.

I think it's the god damn seeds!I heard some contradictable opinions about short stuff's MI5 and decided to try it.Maybe I should't have
What's your opinion?

Additional info:temperature is no lower than 19.5 celsius at night and no more than 25 in the day.Humidity is between 30-40%.Air circulation is OK.

I am guessing it is not the seeds seeing how all 4 look the same. If they were bad seeds I dont think they would be so uniform.
The seeds' quality was bad.1 out of 5 feminized didn't pop out at all and when i squeezed it, it broke.
I'm not a first time grower and this is the first time that I see something like that.At first I thought it could be that the lamp was too close. But when I moved it higher nothing changed. At first I had it half meter above with the cupboard open so I'm sure the lumens weren't too much.3 days ago I put the lamp 85cm above the plants with no difference at all!

Do you have any idea what it could be?

12-12-17 your feeding these things too soon by using this soil, looks like this specific strain is more sensitive to the nutes
Thank you!+rep
I never thought that a good soil could be the cause and this saves me from doing it again.Sometimes I'm glad I make mistakes. But are you 100% positive that it's not the seeds to blame?

they could have been damaged in many ways ,what germination method did you use how wet was the soil at each watering etc...etc too many variables the seeds are more than likely not the problem
