The candle unit (or rather candela) is a measure of lumen per sterradian; sterradian is like a two dimensional angle, in this case of the light beam. If a given amount of light (lumens) is focused in a beam, the number of candela's goes up the tighter the beam (or the smaller its angle) is.

The number 12.57 (=4 Pi) is the number of sterradians of the entire sphere; This applies to a light source that shines evenly in all directions.

is that a good thing then?

A torch doesn't give enough light. Plants need a lot of light. You could use a LED flood light.
you mean a torch gives directional light, that's what in saying it has about 5 degree angle of spread, so id just put it like 50 metres away, the sun is far away, see , its too late now anyway iv bought one , 1,000,000 candles shining on some big colas, ill test it
