minimum lighting for germinate / vegetative -- temperature control

So I read that the max temperature you want is 85 degrees (ideal is 75).

Even with my lights off, I am going to have a couple months or more where the temp is up at 85 or higher. With the lights on, the temp seems to spike up 10-20 degrees.

SO, is it reasonable / possible for me to turn all the lights off, except for a single low wattage cfl during part of heat waves?

Would that amount of light at least keep the plants in the vegetative stage?
I understand they will not grow well, but I would be looking to keep them out of the flowering stage.

Then maybe turn the lights on full blast at night, or at times when I can run cooling?

I have an A/C, but it is pretty loud, so I only want to utilize it when I know it is safe.
