Momma plants flowering!! HELP!

As an experiment I put two plants under an 8 bulb T5 fixture and two under a 600w MH. The ones under the fluorescents are flowering. Why?? The ones under the 600w MH are larger and show absolutely no signs of flowering. They are both on 16/8 light/dark cycles.

What could be causing this?

I have some Mums which show signs of pistils in veg but they are super fast plants. If these are all the same strain and same light schedule then no idea.
