You can save time and spend big bucks getting production units from titan controllers. It would work well, reliably, and setup is fairly simple. You'll just pay through the nose to get it. I can't give you a price since I don't look into them too much. However you can expect to spend several hundred for a setup with basic functionality.
If you have some programing ability and a little intuition or a willingness to learn you can make your own controller. A simple arduino and a relay shield is enough to make a basic environment controller that can control co2, temps, and timer. How much you spend depends on how much functionality you want and how resourceful you are. A basic bottled co2 controller could be done for a small to medium sized room for less than $100. A full room controller(light,temp/vent,co2) could be done for less than $300.
