My ballast is cold... wtf

This morning i looked at my ballast and it was room temperature cold, 28C (82F).. light was on. usually the temperature of the ballast is around 43-49C (109-120F)
So i turned it off. Turned back on after 15min, works fine. dcut it back off until further investigation.
Do you guys know if it's a sign of a coming failure, or normal mode of operation?

my light has been on for about 10 or 15 mins and the ballast is still cool to the touch

mines digital, never gets over 70 my room temp is 71. if your lights are fine, i would think the ballast is ok.

I wish I'd have a ballast that is constantly cool and works fine.
