my plants are starting soo slow!!

hey everyone, first i would like to thank everyone for making this such a great site, im disabled and have a scarring desiese that constantly pulls on my organs everytime i move and marijuana is the only thing that lets me eat and manages my pain. i got some ok herb that had a few seeds and put them in some soil that has chicken manure and worm castings. there on day 12 now since they came up and are growing extreamly slow. they have 3 42watt cfls over them and the temp is staying at 78 to 79 degrees. theyr on a 8/16 hour light regimine. does anyone have any suggestions? thanks

I'd switch my lights to at least 18/6.
Seedlings grow very slow above ground untill they have established a good root system.

oh my bad there on 18/6, thats what i meant to put. im kinda thinkin about puttin them into 12/12 just to get an early harvest. im not concerned with getting a ton of herb off these, im waitin for 3 feminized short rider seeds to arrive in a few days.

I'd veg for at least another couple weeks,it'll really end up being worth it in the long run.Like I said it wont take off untill it develops a bigger root ball and that is where most growth is taking place right now.
