Need A Bit Of Help With Outdoors

So, I planted about 16 seeds, never germinated them. went back about a week later, 12 of them sprouted, Bugs have been having a field day. Any idea's? Im thinking I should have started them inside. How old do they have to be to use pesticides?

Any tips would be much appreciated.
