So i just finished a grow with all cfls and it was successful. Now I want to use metal halide for veg and hps for flowering. Where can I get a ballast that will work for both bulbs?

You can get one from any hydro shop, local or online.... cheaphydroponics.com, bghydro.com, altgardens.com, hydroempire.com to get ya started. You are looking for a switchable ballast.

so I am thinking i need 2 of these i wan tot try to grow 30 plants at a time. would two 400w ballasts be enough?

14x9 but i can easily make it smaller if i need to

a 400 is in no way going to be enough for that size, i mean in all reality a 600 is good for about 4x4 maybe a little more but it will definintly do better than cfl growing
