Need help identifying problems

I have four plants. 2 Blue Dream 2 Blueberry. I'm growing outside in 15 gallon pots using Fox Farm Ocean Forest Soil. Every water i give 2 teaspoons of Mycronize per gallon of water. My first feed was a aerated compost tea . Runoff is at 7.2 and r/o water ph is at 6.3. I'm using a cheap ph meter so i'm not sure if it is accurate. It also looks like one of my plants is flowering but their photoperiod plants. Added pictures to help. I'm also using neem oil but to no avail.

First, you can save the mycos. No need for that so often. Next you’re probably just dealing with early growth issues due to the OF for most of white you have pictured. Are these outdoors? Why the Neem?
 
yes im outside. This problem has been going on since almost the beginning so i thought it was some sort of bug/pest.
Diatomaceous earth spread liberally across the top of the medium pretty much stops crawlers. Citric acid homemade spray works well against insects and powdery mildew. Important you start now.
