Need help, new babies! Any advice appreciated

hi people, i was recently given a gift of two big bud clones, one perhaps 2 weeks old the other perhaps 4. they unfortunately had to spend many days in the darkness of my bedroom with glimpses of light in the morning and i left them in the sun out back two or three days (am worried of nosey neighbours)
I put them under my 400w hps today for the first time, i also threw a small 15w fluorescent meant for my lizard in because i felt it a good idea. already the dying leaves on the plants are turning to cinder and to be honest everything looks worse since i put it under the light. they were both outdoor plants when given to me and also i over watered them like a fool in the past week. have been advised that starving them before feeding again is best bit.
my current plan is to veg them 24 hours a day till i'm happy witht he height. also only neuts i have are bio-bloom, bio-grow and sensi-zym.
Also it is possible these are clones

any and all help will be greatly appreciated

other note, just to clarify i don't have the bulbs touching the plant in the slightest bit, light is elevated several feet above.
 
first off take the florsent light of theres no need for it, put the hps light on a 18 and 6 hour cycle stop watering/feeding the plant for the next 2 weeks keep a close on the the leaves and cut the sick looking ones, after 2 week or when the first 2 or 3 inches of the soil is dry, then water a liter of water with the rencomend amount of nutes(just look on the lable) then when the first 2 inches are dry water agan

If you starve the plant what do you think your results will be?
How would you feel if you had no water for 2 weeks? Think your legs will hold up?
Water her and feed (every other) easy like, 1/4 nutes . Keep lights like mentioned on 18/6 so the roots can grow and in turn your leafs will fill out. Also keep the hps (need MH) 18-24" above. You need to judge that on plants reactions.

@GoldenGanja13 presumably because i over watered them so much in the week i had them before i knew not to? many experienced folk have advised to starve? not being cheeky, just dunno who to listen to ya know?
attatched are 6 pics of the baby that is in dire need and the secfond is the top of the bigger stronger one that just started to crisp in the space of hours. also I have added trays of water for humidity

sorry, further questioned for those who know, are flourescent tubes only good for certain stages? will a 24 hour cycle speed up my process? i've heard it can... but i don't know. so much different opinion collides

Starving is bad, getting your soil on the drier side is more like it. The roots are soaked and lots are dead. If you can transplant them that would be a plus. Keeping soil semi moist until new roots can grow. New roots will grow best at 18/6.
As for the Fluorescents there are summer bulbs and fall bulbs. The 6500K cool blue are summer (MH) and they work great for veg and the 2700K warm red (HPS) are best for flowering.

I've been advised to do the hempy bucket..
here's my question; The pots are small. Too small, tomorrow I will go and buy bigger pots. I will also buy Perlite and based on advice from an experienced man in the field he advised to cut the bottom off the existing pots and place them into a perlite filled pot and procedd as one would when using hempy bucket. Now I'm up for this but I'm not 100% convinced it will work and think maybe I should place one into soil to maintain and see. So in anyones opinion, is there any reason why the hempy bucket idea won't work? or should i go soil? or do you think perlite is the way to go?

P.S i'm aware vermiculite is actually a "standard" part of hempy bucket but I've done my research, it seems people can use perlite solo and get away with it quite well?

Go get some grow soil (FFOF) and add 20% perlite in a 3 gallon container. That shall be just right for the roots. Because thats where you need to start.
