Need Help with broken Hps setup ASAP!!

About 2 weeks ago, my 250w hps setup simply stopped working. Its a shame because ive only had it for about 3 weeks... So at first i thought the bulb that the guy sold me was crap and broken so i ordered a new one off ebay. I just received the new bulb yesterday and installed it unto the fixture to try it BUT its still not working!!! The situation now is that the bulb is not igniting, no plasma in the arc tube, no nothing! So now its clear to me that the ballast is the problem. When plugged in, the ballast make its ordinary buzzing sound just like when i bought it so this is why its hard for me to believe that its broken. I just took the ballast appart to see if any parts of it are broken and result: the ignitor and the capacitator look fine and the ballast... well i dont know much about hps lighting so i dont know how to diagnose a broken ballast. So this is why im asking you guys! I really dont feel like buying a new ballast setup right now so i was wondering if any of you might know what is wrong with my setup.

Just to clarify:
1- I tried two different bulb in the fixture and none of them worked
2- The ballast was refurbished when i bought it so maybe its broken
3- the ballast is still making its ususal buzzing sound when plugged in
4- The physical condition of the capacitator and ignitor seem good but other than that i dont know how to test them separately.
5- When the light is plugged in the bulb simply wont ignite, there is no plasma or no sign of anything happening.
6- I tried letting the light plugged in for some time to see if something happens: result NOTHING!

So you are my last resort, im all out of idea and very pissed at my setup right now. So does any of you might know whats wrong with my hps setup? i could post pics if it could help someone tell me the problem.

Hmmmm very hard to tell the issue, what I would do in your situation is get a new ballast. Take the light to an electrical supplier and see if they have a new ballast that will work. it will be cheaper than getting a new reflector, bulb etc...

thanks for the advice, im starting to think that a new ballast would be my only option...
However id really like to fix my broken one before spending 150$ on a new ballast. So does anybody else know what could be wrong with this junk?
