Neem oil

I have some plants outsid and the leaves are getting small round holes in them
Evertime i spray neem oil we have a cloudburst and thunder storm
I am sure that the oil is all washed away
How often can i neem oil or is there something else i can use better suited

When you neem don't do it during the day you will kill the plants be sure it can dry before sun hits it hard and spray the undersides of leaves.

Any foliar spray will wash away with rain. I use Neem, Spinosad, and BT as foliar and root drench. Neem will keep stuff in check as preventative, but doesn't kill bugs quickly. Spinosad kills them more quickly, but it can be harmful to bees, so use sparingly.

Like @Mattcheck says above, only apply foliar after sunset. Do not apply these as foliar after buds start.
