New grower. Need help please!!

I'm new to growing and don't know what to do. I have a 5 week old plant that has been dying. It was growing fine until a week ago that it started yellowing and stopped growing all together. The yellowing started from the bottom leaves and started working it's way up. Then the plant started to droop bad. The plant was given to me when it was a week old due to my brother moving unexpectedly. He wasn't able to take it with him so I took it in. From what he said it is grown from bagseed. I don't know the type of soil it came in. It was in a 1 gallon pot. When the plant started to die I did some research and assumed it was a nitrogen deficiency due to improper ph balance. I haven't had the money to buy nutrients and a ph up and down kit so I assumed the walmart great value purified drinking water would work until I was able to purchase a ph kit. I watered the plant with the walmart water until the deficiency started. I also noticed that the soil started to have salt build up so I did a little research and figured it was a nutrient lockout. I also found out that the water I was using had a ph of 4.5. I eventually bought the arrowhead mountain spring water because I read that it had a ph of 6.8 so I figured it would have to work in the meantime. I also bought a 12" pot which I believe is 5 gallons. I also bought a bag of miracle gro natures care organic potting soil and transplanted the plant and watered it thoroughly with the arrowhead brand water. The plant immediately started perking back up but eventually stopped and hasn't shown signs of improvement. All the new growth on top is really small. It also hasn't gotten any worse. What should I do to fix the plant?? I should be getting a ph kit and ph pen within a week or 2 along with fox farms trio nutrient formula. Im growing inside with the temperature at 73 at night and 76 during the day. For right now I'm using two 20 watt 1300 lumens 5000k cfl bulbs and one 23 watt 1600 lumens 2700 k cfl bulb and running a humidifier. The water in the humidifier is tap water and it leaves a white residue so I'm guessing it's really hard water. If anyone can please help me I would really appreciate it. I don't want the plant to die.

The most common problems are over or under feeding, or over watering.

If you got it in soil and your tap water is good don't bother with the bottled stuff. Remove the dead and dying leaves. Give her a water as she looks a bit dry. Give her a couple of days to recover. Make sure your light is 6-8 inches above canopy. You should be good....
