New Growth is Twisted and Wilted

My friend asked me for help diagnosing problems with his plants. He has nitrogen toxicity and magnesium deficiency for sure, but I don't know why a couple of his plants have twisted and wilting new growth. I believe it's phosphorus toxicity, but I want to ask you guys to be sure.

Strain: bagseed
Indoor or Outdoor: indoor
Watering Schedule: Monday, Wednesday, Friday
Nutrients: previously half a tablespoon of Orchid Plus 20-14-13 per gallon every Friday, but he's not fertilizing for a while
Lighting: I built a 190-watt LED panel for him
Growing Medium: originally in shit soil, and then he transplanted into 75% FFOF 25% perlite after I recommended it
Containers: Most are only in one-gallon pots. The one in the picture is in a two- or three-gallon pot
Stage of Growth: several weeks vegetative, just started showing preflowers

What I told him to do for now is feed with two tablespoons of epsom salt per gallon once, foliar feed with one tablespoon of epsom salt per gallon every once in a while, and lay off the nutrients until new growth looks healthy. Does that sound like good advice?
