Since you know very little about clones, sound slike very little about planting, your best bet is to take that clone and plant it in some soil, put it about 1-1.5" into the soil. Before you plant it, take a razor blade and shave like a single layer of skin off the bottom inch of the stem. This is the easiest and quickest way to try and save the clone. i am sure it has no roots so, give it a shot, worst case it dies and maybe you learn a little reading form this forum and decide to do things differently and grow one.

I use a shot glass with a couple pebbles in the bottom, and change the water every couple days, no hormones, just like my granny taught me with her roses

roses dont grow roots once there cut.you need to cut it at a 45 degree angle under water then dip it in root hormone and get a rock wool cube or some good soil then plant it.it will die soon if you dont.

If you can't get rooting solution, I read a post on here once by an experienced grower who said that you can soak a weeping willow branch in water for 24 hours, then use that solution as your rooting solution. I'm not sure if it'll work, but it might be something to investigate. Besides, weeping willow trees are relatively common in most cities. I bet you could find one in a park or something.
