Call me impatient but i recently got a 400 watt setup from a friend and got it all setup and good but now the bulb will not turn on and its been like thirty minutes now. the transformer/ballast is humming. the bulb is brand new, my electrical outlets should be fine so im really lost now on what to do please help my seedlings are ready to get off the fluoros.
