New to this 15 x 9 x 6H veg room what lights to use? Please help!

So I have a veg room that is 15ft x 9ft x 6ft height I had 40 plants in there. Someone told me to use 3 1000w Metal Halide bulbs free hanging vertically. This was heating up the room like crazy, had an 8000BTU AC running nonstop, 2 humidifiers running when the lights were on and a dehumidifier when they were off…
I wanted some advice; I was thinking maybe 2 or 3 600 Metal Halides with air cooled hoods? The temp at night when the lights are on is 45fh average, maybe split the intake to the hoods to a fan that pumps outside air in the room with some kind of controller to turn that fan off at a curtain temp?
Again, I never done this before I feel like I’m a little lost. I’m not stupid, but I could really use some advice.. Maybe 2 600s is enough or 3, but I kind of think that air cooled hoods is the way to go and some intake of 45f degree air from outside would lower my my monster electric bills? Filters on everything of course. Any suggestions?

I would run 4 600 aircooled lights.

I currently run 7 600's all air cooled.
10x12 room.
No AC needed at all yet with outside temps around 75 during the day, and 55 at night.
This will change when the temps rise though I'm sure.

So you think 4 600, air cooled inline, mayby one fan pulling and a splitter on on the intake with a secondary fan with some kind of on off temp gauge to get cold fresh air from outside to cool the room? That's what I had in mind but I'm a "nubie"....
