Newb question about water level in DWC tank

Dumb question but havent really seen an answer in any threads. How high do i keep the water level in the tanks? Do i leave it just below the net pots i have filled with hydroton or bring it up so the bottom of the cups are sitting in water?

one inch of the botttom of the pot should be in water and then let it drop naturally the roots need to search for what they need

I don't agree. Even if you buy the Stealth Hydro Bubbleponics system and fill it to the recommended 6 gallon line, it comes no where's near the net cup. You need to leave some room for the roots to breath. There will be plenty of roots in the water in no time, you down want to submerge... Mine are about 1-2 inches from the water and thriving.
