newbie with 1 4 foot 8 tube on top and 2 4 foot 6 tube on sides

Hello to all I am wondering if I have the right set up all tubes are 6500k going to get the 2700k tubes for budding. do I use 6500k untill budding then change all bulb to the 2700k?

Sure.
Or you could do a mix of both, like 4-2700 and 2-6500.
Vise-versa in veg.

Any number will work, just more 6500k in veg, more 2700k in flowering

Thanks for reply I have 20 bulbs total all running 6500k bulbs when i flower I am going to use all 20 2700k bulbs new to this just want to stay away from the heat that MH/HPS produces

Heat's definitely the downside of HIDs.
Have you checked out any of the threads on flouros to see what others are doing?
