Nitrogen problem? (yellowing and stunted growth) PICS

I started two seeds at the same time (a week ago?) and one (free skunk from Attitude) has been very yellow and has halted all growth. The other seed has been growing quite nicely and is darker green. I've already completely replaced the dirt and sifted for large objects such as rocks and bark. It appears to be an issue with Nitrogen from what I'm reading and would like to know how I could combat this problem.

- The soil is Expert Gardner's Organic Potting Mix (0.06-0.09-0.06)
- Soil pH is upper 6's (6.5-7.0)
- Temps ranging from 74F-81F
- Water once soil is dry
- The stunted plant has a 32W 6200k CFL with a 42W 6200k CFL near
- No added nutrients

The first picture is the stunted plant as you could probably tell.

lower the pH with your next watering to 6.0. You could be watering them too much. The soil on top might be dry but seedlings don't require a lot of water. Overwatering can lead to stunted growth. If you water the whole pot in one go until water is coming out of the holes in the bottom then you should only water once a week because seedlings require little water.
