Not sure about wattage....Tight budget

So I was thinking of using 3x 42 watt 6500k cfls during vegetation for each plant, and 3x 40 watt 2700k cfls during flowering. I have a feeling this is nowhere near enough, but would it work for a small plant? What would be the minimum I can add to get a decent set-up?

I think that would be more than enough for a small plant in veg, and if it's not too big, probably fine for flower too as long as you have good light placement. As long as they're surrounded by the bulbs, those 40w 2700k's are pretty good...But as always, with CFL's, more light is always better.
