One plant staying small

does anybody know why this one plant is staying so small? This is 2 weeks in or so , 2 diff strains here. I believe that one is hashberry , was told they stay small but that is tiny

Not necessarily a bad thing. Leaves look maybe a little over watered, but healthy.
