They seem absurdly small for 3 weeks? I am using an extraordinarily similar set up to you, just with HPS rather than LED, and mine are only 5 days older by comparison:

Jamaican Pearl feminised seed.

I intend to convert to LED's soon, but I want to suggest that your lamp is way too high? I have the HPS as close as will allow without burning the plants and they love it. I believe LED's need to be somewhat closer than a HPS anyway due to the reduced spread and less problems with heat burn given the cooler operating temperatures.

My elementary guess is that they need the lamp much closer to really get going. The tell-tale sign to me is the significant variance of size in the different plants. That suggests to me extreme variation in the light levels being received. They do look healthy and happy though on the whole!

I don't know what strain my plants are, all I know is they were bag seed from a friend.
The plants had a serious nute burn issue and replanted twice so they're probably stunted from the stresses.
I had my light at 20 inches and they were getting light burn, so I moved them up. I may move it closer now that the plants are a little older.
They were in some bad soil when they first sprouted, so maybe that was a problem as well.

The dying tips of the lower leaves on the small plant point to overwatering and drowned roots.

Typical problem growing small plants in a large pot. Results in stunted plants.

I prefer to start in cups and transplant up every few weeks.

Yours look recovered. A good dry cycle is very important for roots to search out water and nutrients and grow into a fuller root ball.

I wait to water until the pot is alarmingly dry.

I'm using 1 gal fabric pots on most of them, and I'm watering about every 5 days. Is that too much?
The small plants are actually a little over 2 weeks older than the bigger seedlings!
The smaller plants have been, drowned, nute burned, light burned, my smaller grow light fell on them, transplanted into 3 different soils with about half the roots torn off at every re planting! It's a miracle they are even alive, lol

Btw If you haven't grown (cough)tomato's since 77 you are winning already. You will get a lot of stoner' science here and fake master grower's. (No disrespect to anyone)

Just ask questions, research answers and listen to the plant(s).

Genetics and common sense will grow better bud than 1977 strains unless we are talking Maui waui, Thai stick or myakka gold. :-)

We are a legal state here for recreational now, and have been a medical state for a number of years.
Yup, the 70's were lean years for sure, lol
