Use a good bank... as said above its safe.. since I've been here I've never heard of one person getting busted... seed stopped and seized yes.. but not busted.. and in most places its not illegal to buy them.. selling and growing is where most places get pissy... heres some good spots..

attitude seed bank, to be honest with you, you shouldnt act like its a good idea to sends seeds to your house, the place your growing, or under your name in any way, they get snatched at customs you dont want that letter sent to you

Okay alot of horror stories cumn from nirvana so dont go there but def attitude seed bank its safe ive placed 3 orders from them and they are def no problems with it at all the chanes they wont get through customs are extremely low so dont worry man you can use your card to ive done it and it's fine...

I have ordered from 5 different seed banks. Always used my name and credit card. So far never had a problem. Most of the time people get busted for growing because they cant keep their mouths shut and tell people that they are growing dope. NOT from ordering seeds. So, unless you are already being watched for some reason, the feds could give a shit about someone growing a couple of plants.
