Can I use ocean Forrest soil with earth juice and call it organic.?

You could grow in Miracle Grow soil and use Dyna Grow nutrients and call it organic.

sure, but there's cheaper, DIY ways. compost quality is key. if you can locally-source great compost, then you're better off making your own soil. flower/bloom teas, even teas rich with enzymes to stimulate soil microbe life can all be self made. it's not a question of a label, but knowing what your "organic" options are and picking what works best for you. worm farms helps keep most of your soil and teas in house, for example.
