Outdoor grow requirnments?

Yup.it needs to be locked, It cant be seen with the unaided eye from any adjacent property. You might be able to get away with chicken wire on the roof.

What about the fact that its already in a steel and plastic greenhouse? Is the roof still necessary?

You might be fine I haven't seen it. So I cant really say.
I suggest the roof so you don't get a visit. Everyone that I know that didn't have one was told to add chicken wire or something to keep people from climbing in. Why I do not know. grow pics 008.jpg Mine has a chain link with wire on top and its framed in. The main thing is keeping it locked and secure and out of sight. Pic is from last fall
 
Roof isn't necessary unless someone can see in it from a higher vantage point...The whole deal is no one should be able to see it, if they can they might call someone that you don't want visiting you.
 
Last I knew a roof was mandatory in order to contain and conceal.. Run an open air grow and chances are that the pigs flying about will land and inspect.. Most likely all will be confiscated till the prosecutor comes to a conclusion. All it takes is one eye to see your grow and its over
