outdoor plants still not flowering

Im in central cali and my fem blackjack still arent flowering.They have shot out a coulple pistols but thats about it.Whats goin on here???

Im from central cali all ut two of mine are flowering.The two that are not are clones that are about 6 foot and they have zero hairs.
