Over Watering or Chlorine Poisoning?

This plant started wilting 3 days ago. Then had yellowing or strange dark spots on the leaves. Now, the leaves have curled in. Looks like its gonna die.
My nieghbors pool flooded out my yard and the flower-bed where this Sativa plant is.

I suspect that it couldbe the chlorine and the pH is screwed up AND/OR the soil is too wet.

I stopped watering and feeding ANd I mixed egg shelles and Hydro-Sorb granules around the base then sprinkled some top-soil around the plant.

Any ideas on what I should do?

This variety was a very piney stink, sticky and great soaring high. I don't wanna lose it.
