drastic measures
ok been trying to identify thi9s problem in many forums with no luck.......so here is a simple straight forward question......will I hurt nthe rest of the plant which seems healthy if I just cut those 2 stems where the damage is

It could shock the plant to cut off too much, at this point it won't really direct much more energy into the other buds if the bad ones are gone.
Looks like a deficiency/lockout due to ph. Possible causes, water ph, nutes ph, too much nutes...
What is your medium? What are your nutes? Does not look like phosphorous deficiency to me.
Check everything you can, or flush.
Good luck.
