This is true, it's best to transplant during the dark period to prevent shock and light exposure to the roots. Cannabis usually responds well to transplanting at any time of day but some plants are more delicate than others.

I prefer doing it before I put my plants to sleep so I can water them after I transplant and that helps prevent shock.

I don't know about any transplant shock personally tho I hear the term a lot. Whenever I transplant my plants usually really need it. I don't experience anything but an immediate explosion in growth that's like the opposite of shock. Never transplanted at "dark" but don't do it with lights on either. Just shut off lights except maybe a cfl to see, bing bang boom back under light.
