Well... you can't if the dog continues to piss on
the fence. The fence works like a drain straight
to your plants roots. My dog eats fans leaves
straight off of plants... nonpoisonous varieties.
She is also adamant about cannabis.
In this case, your neighbors dog probably
smells the growth and marks the spot.
If it was earlier in the season I would say
transplanting them to another spot.
Honestly... it's a PH spike. It will pass.
The new growth looks fine. Just cut those
dying leaves off and keep an eye out.
Next season... don't plant near neighbors
yard... Dogs piss on fences. You cant stop it.

EDIT: I went back on looked at your flicks again.
If you aren't getting regular rain fall... Get a soil
PH test kit. They are cheap. Test the soil... and
see if this is indeed the case. You have time, but
not much. If all your fan leaves die this early, you
could end up all your leaves yellowing too early.
Don't chase the PH.
If it's not drastically spiked... leave the PH alone.
However if it is spiked... you may want to consider
a soil PH amendment to correct the issue. Either
way... test the soil.
