In the photos as u can see the pistils tips are turning brown is this normal or should I change something in the nutes or lights ? Please help

No worries. If the full length of most of the pistils were going brown overnight I'd be thinking HERMIE!!! and hunting for 'nanners but a few tips turning brown is no biggy.

When will the buds start forming ? Any idea based on the pistils in picture

They're forming now. That's why you see pistils. Every pair of those goes down to a flower/calyx. As more grow they form buds and as the buds fatten up and grow together they form a cola.
