The plants look pretty good but you will probably need more cfls at least to get any harvest at all. for flowering you need a lot of light and also just for a healthy vegetative stage. I'd water it once or twice a day and make sure it dries out after each time. Also you could cut those big lower leaves in half and cut off the lower branches then the plants energy goes to the new growth.

Don't cut any fan leafs of unless you dont care if you have nice large buds????
The cfls will create heat around the metal part of the bulb take the hood off, this will help with the heat damage on the small plants ....
Put more drainage in the bottom of your milk jug, or plant that in a 3gal min nursury pot, pick up a used one at the nursury about .50 cent. or a 5 gal pickle bucket with alot of drain holes drilled. mix Black gold organic npk 0.05-0.0-0.0 (also at your nursurey or home garden center), with 1 to 1/2 quarts of perolite, and 2 cups of worm castings. Replant after they dry out into this.... Drainage and dryout, is critical here, see the hooking of your fan leaves, You want these to display open and spred out accepting the light and producing sugars and starches for max bud production, leave the leafs. they will not change the damage is done. But they are still doing all they can as they are.
It's really pretty imposible to tell what genetics a plant MAY carry all you can do is guess, you can only guess when you have full development of leafs , and even then its anybodys guess. indicas and sativas have diffrent leaf structures plants that carry a sativa dominance typically have a xmas tree shape as they veg and grow. long thin blades on the leaf are comon traits. Indica typically will look more wispy with longer sidebranching that grows laterally more like a bush than a pine tree. the leaf structures are a rounder platter shape. hybrids and crosses well,,,,,, This is where it becomes just a guess!!!! WE call it mystery weed !!!!!! or UBS ,(unknown bag seed )
