I wouldn't put it in the dirt outside directly. Put it in a cup, at first, with some other dirt and then outside in the dirt when it's a sprouted seedling. You want it maybe 1/2" down, MAX. Make sure you've sprouted it already using the paper towel method, too.

I'd dig a hole and then fill it up with potting soil, I'd plant them about an inch or two deep so it has a good base to start from. The closer it is to the surface the closer the main root is to the surface by planting deeper will help make the plant sturdier which would be better to help with the wind gusts.

I'd try posting in the outdoor forum, they seem to be pretty knowledgable on the outside stuff and can give better advice. I'd start them outside so they are adjusted to the sun when they sprout unless you want to get a headstart on it.
