If those popcorn tiny buds are picked ,will this delay flowering as it would be a shock for the plant?Or should they be picked as they consume plant s energy?+ rep

Its totally up to you. I like to leave the small mini buds on all of my plants and at the end of the grow i use them to make hash. You will get good resin even on the popcorn buds IMO

i purposely leave some of that popcorn on the plant so i can toss some moist material into the curing jars if the buds are too dry. curing is usually around a week after chop so by that time the popcorn is dry-ish but still plenty moist, depending on how saturated the soil is.

i pull all the suckers off my plants. doesnt slow anything down. it redirects the energy being spent on the suckers to the upper growth. this is one of those things thats left to personal preference. I think it makes such a minimal diference that it really doesnt matter. IMO

you are right. Actually the resin is sometimes more abundant on the under growth due to it being untouched by direct light.

I pick them off one by one when they are smokable. Leaving them on might prevent any stress to the plant (not that ive noticed the plant reacting negative in any way), but this way I dont have to go out and buy weed during the last 3 weeks. The $ I save makes it worth it for me.
