Problem with Pure Power Plant DWC

Running it in a DWC using floranova bloom right now been flowering for about 1 1/2 months close to 2 months but it has no bud really. Just a HUGE amount of pistils everywhere nice a super white pistils but instead of bud its sprouting new leaves out of where the pistils are and they new growth looks retarded like smooth edge kinda round shaped leaves. My jamiacan thats in same room is doing fine and has nice buds. but the jamiacan is in soil using same bloom nutrient. any ideas? its about 4-5 feet tall by the way. CFL as well. but like i said jamiacan is doing awsome. ppp is wierd.
