Problems with seedlings Help!

Three days ago I planted around 80 seeds that I had germinated in a wet paper towel for three days. I am sprouting them in the two chamber dresser that i built. The top chamber will eventually be for my mothers, however I am housing some of the seedlings in there to start and the lower chamber is a clone veg chamber. The mother chamber is lit by 6 100 watt CFLs and the veg chamber by 4 two foot flourecent tubes. Here is my problem, my sprouts on the bottom are looking very poor almost no growth at all, while my sprouts in the mother chamber look great for three days old. I have a vent fan in the mother chamber(I think it is like 250 CFM) with holes cut into the veg chamber for ventilation. Am I not getting enough air circulation, not enough light? Someone help. I have never had this poor of a rate of germination before. So I know it must be a flaw with my growbox. Someone, Anyone Help. This is my first post, but I read almost everything on the site. I know someone out there can help.

I would move some around and see if it is the lower box that is causing the problem.

Same water same soil. no vent fan in veg chamber, but I have circulation holes cut into the bottom of the mother chamber to allow flow from the veg chamber.

hmmmi dont know then I would rotae them and see what happens after a few days
