Question About Ventilation

I'm preparing to set up a small grow and I'm gonna use a 4" exhaust setup with the carbon filter & everything but I am confused on one thing....
if I set up the exhaust to blow out of the window the dryer used how would I get fresh air in?
or do I NEED to have outside air if I'm using a DWC setup?

so I can set everything up and place the scrubber & fan on the outside of the tent and have it suck the air out, correct?

Yes, but I would put it on the inside. Have the fan suck air into the scrubber, then exhaust it from the tent. You should have enough room inside the tent to hang it at the top inside. Also if you have a cool tube you can go filter-> cool tube-> fan -> out side of tent. You will eliminate smell and reduce heat.
