You should wait till its mature, you can tell its mature because the nodes will start alternating and it will start pushing out pre-flowers. Usually takes 3-5 weeks about. You can do it before then technically, but since the plant isnt mature yet its going to have to force mature itself while only getting 12 hrs of light to do so. which slows and stunts the plants growth from what it would of been if you had waited till it was mature.

I flowered mine at less than a foot at 4 weeks, and they're approx 2 1/2 feet now, and doing great. You can flower it whenever you feel like it. I see lots of people flower it when it's only 4-6 inches tall or even smaller, and they get these little plants with one singe huge cola.

Anything is possible

I would also say that the plant should realy have alternate node's rather than growing opersite each other this is a sure sign that the plant has become of age to flower. But sometime's big is not always the best way in growing if you have the light then there is no dought that a plant that has been vegged for longer will produce a large yeild. But it all realy depends on your growroom size if you have the height and width then do a few plants big but a small growroom can produce nice yeild too has more light will penatrate the plant.Just remember that a plant will double sometime's even tripple in size so keep this in mind when flowering.
