Get some T5s and place them an inch above it, hardly any heat plenty of light to get em going. Once enough roots are established get em under a more powerful light if you can.

i suggest a low heat, high lumens light like a 2 1600 lumen 23-26 watt cfl's, or some tube florescents, 2 tubes would be plenty. Dont keep them the usual 2-4 inches away though, keep them a good 8-10 inches away. Will be fine for rockwool cubes, water bottle rooting, straight in soil(not reccomended), really however you are doing it. If you go with cfl's make sure you have good reflective hoods, i go to the work light isle where the extension chords and what not are, and get these big aluminum domed hood lights with clamps at the end of em, makes them convenient to put anywhere

I second the t5. For the tray dome like you have, I would use a 2 bulb 2 foot t5 in the grow spectrum bulbs. Depending on the temperature of the room the dome is in, you may need it anywhere from an inch to a few inches off the top. Just watch your temps because they dont produce much heat, but at too close a range its enough to heat the plastic more than you would want,
