Should I presoak my Rapid Rooters before inserting the clone or just put the clone in and pour water in the tray?

Yes you need to pre-soak them. If you follow the directions on the pack it says to pour 16 ounces in the tray every couple days. This works fine for me. i like to soak them in clonex but for years just used plain tap water. They work great. With optimum conditions roots will poke throught the cubes in 7-10 days.
