Ready to flower? (newbie)

Is this plant ready to flower? Im a newbie but i think she is ready. she is one month old and 12in. tall. i only want a 3foot grow total. maybe yeilding one oz. thanks for your advice.

Me I'd let it grow till about 18"..You didn't mention lights..I would move them closer...stops too much stretching.. if you're using cfls you can get in to about 1.5-2" away..check with your hand...you could also start to slowly tie the plant to bend it (LST), then you save on hight and also expose the inner growth to light..If you start flowering now you'll get a g or few..go a bit longer..the plant will almost 2x it's size during flowering.. It look OK ...welcome & good luck.......
