Ready to flower?

Hey guys!
It's a first grower question. My plant stopped growing, but only 37cm. RQS Critical Feminized. Too tiny,but I think the pistils are OK . Ready to flower?

itll flower any time you change the light cycle to 12/12. can we get a picture of the whole plant? what are you feeding it/growing it in? plants dont just stop growing unless its stress related
 
I use huge cardbox with aluminium foil, 20L soil, 5L dirt (for better PH) a little perlite, RQS Easy Boost and 2 50W led panel. Low budget grow. So if I flip it, possible to harvest good weed, just less?
