removing bathroom fan to allow air flow intake for over pressurized room

I have an 8in fan, 745CFM , ducted out a 15X15 bedroom. The door to the room doesnt allow much in and the negative pressure in the room was strong enough to pull up the panda paper that we taped down to the floor. I opened the heat vent in the floor, previously closed because I did want the heater sending up unwanted hot air into the room. Air pored in through the opening, but the pressure was still strong enough to lightly lift the plastic on the floor again.

So, I have a bathroom that is opened in to this room that has a standard 4in ceiling fan. can I pull out the fan and allow for increased intake air flow? Im worried there might be a dampener on the top of the house on the vent that only lets air come out and would not let air come in.

Any advice for any additional tricks to allow air to come in? I could make a hole in the wood we put up over the window, but its gets cold here in the winter so I would have to plug it and still wouldnt have enough air coming into the room.
