If it does, it'll do so slowly. You'll likely see the green parts try to grow upwards toward the light. The leaves will likely start to discolour due to mobile nutrient movement. The plant will degrade before the roots grow large enough to sustain the plant.

You'd be better off in a window sill with direct sunlight for how you're trying to do this.

I haven't cloned a cannabis plant in a windowsill before that I recall, but nearly all of my herbs and some of my vegetables (lettuce, celery etc) start their life in a clear glass on a windowsill until rooted, and they end up on my plate just fine:

Direct sunlight in that window will begin within 30 minutes from now and will last until about 9:30-9:45 PM (at which time civil twilight begins).
